Are the teachers at the school required to speak English as a first language--or at least fluently?

No - some locally-engaged teachers do not speak English fluently, and occasionally substitutes would not speak English while teaching in core classes. In core classes the students sometimes speak only Spanish while working in groups and are not reminded to work in English. - Jul 2013
