What is the typical dress code at work and in public places? Is formal dress ever required?

Dress code is very casual generally, but often doesn't make sense. Sometimes you will go to a fancy restaurant and see people in sweat pants, but then when you go to the park, you will see women walking their dogs in high heels and dresses. - May 2016
