Would someone with physical disabilities have difficulties living in this city?

The consulate was the only ADA compliant building in the city, perhaps the entire region, if I recall correctly. Vladivostok is an extremely hilly city and most building entrances involved stairs without ramps. Over three years, I never once saw anyone in a wheelchair and only once saw someone with crutches. I imagine it would be a very challenging place for someone with disabilities. - Jun 2017
