Yes. As a foreigner, you do not fit in, and people comment about it all the time as you walk down the streets. (Mostly the very old and the very young are the ones commenting.) If you're white, the comments are usually neutral (like, "Oh, there's a foreigner! Look! A foreigner!"), but if you're black, the reactions and comments can be negative. - Jan 2020
