Are qualified veterinarians and/or good kennel services available? Do animals need to be quarantined upon entry to the country? Are there other considerations regarding pets that are particular to this country?

Yes, 6 months or something ridiculous like that. But there is some kind of waiver you can apply for ahead of time if you have all the proper medical paperwork done. I think you have to get it certified that you lived in a 'rabies-free zone' beforehand, which, if you are coming from DC, means some finagling with the map to include much of the Potomac in that zone. - Mar 2012
