Wheelchair use would not be possible in most places. There are unpaved streets, even the paved sidewalks are covered with sand and difficult to navigate, and many doors to restaurants and stores open outward and are at the top of a stair or two. Many homes have bedrooms on the second floor. I don't think I ever saw an elevator except for at a hotel. - Aug 2015
