Would someone with physical disabilities have difficulties living in this city?

This is a challenging place to live with disabilities. Apart from the embassy, very little handicap accessible access. Most buildings have stairs, not elevators/escalators. Majority dirt roads, no sidewalks. - Dec 13, 2017
